i install the PL/SQL developer version 9.0.3.1641 on Windows-7 64 bit...i have Oracle 11g on this computer.when i run PL/SQL i got this error:

make sure you have the 32 bits oracle client installed..what i need to install and from where to download ? (can i have link to download)

i've been trying to connect to the Oracle DB with Oracle SQL Developer.I get a message
State: Test Failed - IO Exception "The network adapter could not establish the connection"
When i go try tnsping 1521 It detects a connection by Oracle Database.And finally i get TNS-03505: Failed to resolve name
When i went into the "services.msc" and tryed to run the "OracleOraDb10g_home1TNSListener"
Got a message: "Error 3: The sytem could not find the specified path"
I tried to debug the procedure in Oracle SQL Developer and got the below error,

4000 is the port number, also I have set the debug port range as 4000 - 4999 in SQL DEVELOPER.

But the solution people have proposed into the forum are:
1 - check the environment variable Oracle_home and modify if it ending by ""
2 - or try tho run my promt command as Administrator.
I try the both, but only the second works. while now i don't understand why it works when i start the promt command as Administrator and why it no works when i don't run it like administrator. Another thing is i am the only user of my computer, i have only one session (administor session).

After completing debug of procedure from SQL Developer, whenever I try to compile that procedure or execute any query from the SQL worksheet, I get the closed connection error message. However I can debug that procedure for any number of times. Any other activity for that database connection gives closed connection error.
I'm having some hard times with attempts to initialize a set of values, Of a specific column from a table into a variable containing it as an array(like a single column table).
I've created & populated table TEST_TAB:

Then I am trying to compile a function that gets a parameter - a number. The function should check whether this number exists in this list(return 1), or not(return 0).
I want to initialize key1 column of table TEST_TAB *into* v_my_array(this will be my list), just to see that I can have a set of values in this variable. Then I will want to see if the number is in that list, and return 1 or 0 accordingly.
I get the following error compiling, and can't seem to understand what's wrong:

I am having an issue to connect my C++ application to my Oracle DB. When my code calls
oracle::occi::Environment::createEnvironment(),
I get an error "ORA-01804: failure to initialize timezone information".
The application works on other people's Windows machine with their Oracle DB. But it doesn't work from my machine connecting to their Oracle instance. So I guess the issue does not come from my instance but rather from my Oracle dlls maybe?

This code makes me unlucky while run that jsp report on web and comes up with orror no out put for the job.RegEdit REPORTS_CLASSPATH set to my oraclebarcode.jar with others jar files.
At Report builder web layout works fine [With Barcode generation] but not through Report server.
I try to transfer data from one database to another one through data pump via SQL Developer (data amount is quite important) exporting several tables. Tables export is doing fine, but I encounter the following error when I import the file (I try data only and data + DDL).

I just upgraded our server to Oracle Fusion Middleware 11g with Forms and Reports and now I want to update the developers workstation too.
They have Oracle Developer Suite 10g R1 for the moment. The last version of Oracle Developer Suite is 10g R2 and I don't see anything for 11g. All I can find is that it's now in Fusion Middleware 11g and JDeveloper... But, from what I can see, JDeveloper is for Java development, not for Forms/Reports development.
So, do I need to use Oracle Developer Suite 10g R2 or is there a new version of it?
