SQL & PL/SQL :: Expression Not Supported Error For Query Rewrite

I am trying to create a materialized view with the following script :
CREATE MATERIALIZED VIEW "MRT"."MV_RV_SMALL_BUSINESS"

"batch_id"
,"small_business_flag"
,"account_count"
,"naics_count"
,"mra_count"

IT GIVES ME THE FOLLOWING ERROR:
SQL Error: ORA-30353: expression not supported for query rewrite
30353. 00000 - "expression not supported for query rewrite"
*Cause: The select clause referenced UID, USER, ROWNUM, SYSDATE,
CURRENT_TIMESTAMP, MAXVALUE, a sequence number, a bind variable,
correlation variable, a set result,a trigger return variable, a
parallel table queue column, collection iterator, etc.

can I rewrite the following query without using the 'ROW_NUMBER() OVER ' part.The query is supposed to pull out the records whose CODE is not NULL and has most recent date for UPDATE_DATE . The reason I wanted to do this is, When I embed this query in between many other queries along with JOINs, My oracle server is unable to execute. So, I thought its better to supplant 'ROW_NUMBER() OVER ' logic with something else and try it. .
CURRENT QUERY:
SELECT a.* FROM
(SELECT b.*, ROW_NUMBER() OVER (PARTITION BY b.PIDM
ORDER BY b.UPDATE_DATE DESC) AS Rno

I want to create a materialized view for the last 10 days with the enable query rewrite option.
e.g. i want to create a view with the list of employees who joined the company in the last 10 days.
create materialized view M_Employee
refresh fast on commit
enable query rewrite as
select joining_date , name
from
employee
where joining_datde < TRUNC(sysdate) - 10
I seem to get the error SQL Error: ORA-30353: expression not supported for query rewrite
30353. 00000 - "expression not supported for query rewrite"
*Cause: The select clause referenced UID, USER, ROWNUM, SYSDATE.
This error is self explanatory , but is there any work around to have a query liek this to list the employees based on sysdate.

I ran into a problem recently which has to do with the following query:
SELECT '' || ROUND(GEOGR_LAENGE,5) || ',' || ROUND(GEOGR_BREITE,5) || '," [BUE] ' || BAUFORM_GRUPPE || '"', KM

FROM MYTABLEA mmtable
WHERE (mmtable.GEOGR_LAENGE IS NOT NULL
AND mmtable.GEOGR_BREITE IS NOT NULL
AND mmtable.STRECKE_NR IN

The problem is, that Oracle alerts a missing expression at line 4, and highlights the "IS NOT NULL". Personally I don't see that anything is wrong with this line. I think the problems source is somewhere else but I cannot find it.
I'll give you a little bit of background to the script:
What I am trying to achieve is to request the values in the first line with the following conditions:
- mmtable.GEOGR_LAENGE, GEOGR_BREITE must not be empty
- rbtable.STRECKE_NR for the requested line (which is similar to mmtable.STRECKE_NR) must have "MITTE" as a value for NL_NAME
- mmtable.KM => rbtable.VON_KM
- mmtable.KM <= rbtable.BIS_KM
so that only those lines will be returned.

I'm working on Oracle SQL Developer: ODMiner. I keep getting a syntax error with the following code,

I understand if it's the semicolon that is missing after "FROM WEBLOG_VIEWS", but I'm not sure on how I can rephrase it.
The error I got was,

I am getting the ORA-00936: missing expression error while running the below stated query. Problem is that it is running and fetching the data successfully for the first 5 runs. But from the 6th run it is not fetching the data and throwing the ORA-00936: missing expression error. consider I am passing parameters to the query and for the first 5 values i pass its runnign fine. when i run the query for the 6th time or more with different parameter, its throwing the error. it does not seems to be the data issue because when i pass the 6th parameter for the first run on the next day, it is fetching data.

I am using the dblink to merge the data. I am using the following merge statement.

IS Oracle Forms/Reports 4.5 supported on database 9i?
My application is running on Form/Reprots 4.5 and 7.3.4 database in WIN2003 server. we have upgraded the database to 9i Release 2. After the upgrade terminate, i become unable to connect to my database from my application forms 4.5.
TNSNAME is OK.
Listener is OK.
Can i connect from Forms/Reports 4.5 to 9i Release 2 Oracle database?

When I try to call a database procedure written in Oracle 8.1.7.4.0 with OUT parameter and COMMIT statement from my Oracle 10g environment, I am getting error like "ORA-02064: distributed operation not supported".
I cannot omit OUT/COMMIT statement from the procedure because it is also updating another table from called procedure. I have tried some solutions from my end, but it is not working and same error generating. Like:
1) Moved the update statement with COMMIT statement to another procedure and calling that procedure from main called procedure
2) Creating a job to run the newly created procedure and submit the job from called procedureetc.

There are two application servers we have, one is windows based with 10g and linux based 11gr2. Our main login form throwing error message in linux server 'ora-12703 this character set conversion is not supported'. The same coding form in 10g running without any problem.
