SQL & PL/SQL :: Unable To Send Mails Through Oracle 9i (using Gmail Account)?

I am succeeded to send mail (through my comapany mail server) using following pl/sql. But, i am unable to send mails using the same coding, when i connected to smtp.gmail.com. i received the following error :
ERROR at line 1:
ORA-29279: SMTP permanent error: 530 5.7.0 Must issue a STARTTLS command first

i'm working on procedure to send invoices to customer thru mails.
i'm using UTL_Mail package to send html content in a mail , it's working if i'm using my company mail exchange BUT if i put "xxxx@hotmail.com" or "xxxx@yahoo.com" it doesn't work and raise

I have ORacle XE installed on my machine and everything works fine. I can connect to it using forms, run my application etc. Now, I wanted to write a proc which can send email from Oracle XE.So after investigating, I think UTL_SMTP and UTL_MAIL are my options. For which I need to enable the ut_mail package and one more which I have done. But everytime I run a package, I get the error

I am using utl_smtp to send emails. I am getting the below error message.

I have checked the mail id in the "TO" list and found them to be valid. Is there could be any other reason? I have run this package in test instance and it is working fine. I am able to receive mails. In the test instance, I have put my mail id in the to list.

I am sending mail thru UTL_SMTP. But i am unable to send the CLOB in it.If i break the CLOB into varchar2 then also it doesn't work.
Variables:-
vBuffer VARCHAR2 (4000);
l_amount BINARY_INTEGER := 4000;
l_pos PLS_INTEGER := 1;
l_clob_len PLS_INTEGER;

While using the write_data procedure it is giving error as "Invalid OPeration"...how we can send the mail with CLOB.

We are using host_command to run a batch file from database.

The batch file contains
C:WINDOWSsystem32lat.exe -install x.com y@x.com
blat C:lat.log -to z@m.com -subject 'test' -attach "file" -body 'test' -u y@x.com -pw *****
we are sending mails using blat.exe.
The procedure is working and the mail is reaching destination.But the database is hanging.
let me know what is the reason behind hanging.

Before I install the Oracle database 11.2.0.1 in Linux server 2.6.39-400.209.1.el6uek.x86_64, I created the following groups
oinstall, dba, oper, and asmadmin. groupadd oinstall # required from training groupadd dba # required from training groupadd oper # and group asmdba, asmoper from training groupadd asmadmin #
optional from training I made a mistake when I created Oracle user account. I created it with dba as initial group“ useradd -g dba -G oinstall,oper,asmadmin oracle”, instead of “useradd -g oinstall -G dba,oper,asmadmin oracle” After all I installed Oracle database, now I have concerns and questions. Should I use user mod to update the Oracle user account to install as initial group or just leave it alone? If I now do “usermod –g oinstall –G dba,oper,asmadmin oracle”, will it break anything, any impact to the database?

Am trying to send email from Oracle using utl_smtp.
My issue is regarding Arabic character. I set the charset to windows-1256 and even tried with other different charset like UTF-8.
I used also: utl_smtp.write_raw_data(l_connection,utl_raw.cast_to_raw(dbms_lob.substr(data).
Before i set all these changes to the procedure i was receiving the Arabic text as '??????'
However, after above modifications, the text display changed to something like this : ÇäÇÓààååÑêå
Does the problem still in the DB side or it can be coming from mail server ?

I am learning How to send sms thru PLSQL gateway?
I have searched for it on internet & got 1 procedure on OTN. I also tried it. But it is giving me the Errors .
The procedure is as below :
