SQL & PL/SQL :: PLS-00215 - String Length Constraints Must Be In Range In Blob

I want to read content from blob column and write into file using dbms_output.put_line. See below code. i am getting PLS-00215: String length constraints must be in range (1 .. 32767) error.

the length of the blob column is 1081656. so i have changed in raw(1081656) in above code. after the execution, i am getting the below error PLS-00215: String length constraints must be in range (1 .. 32767).
If i try to find length of the string with more than 4000 char in SQL Developer it throws error "ORA-01704: string literal too long". if anything i need to SET in preference.
select length('string with more than 4000 char) from dual;
I have created a VIEW with a column containing user-defined aggregated values(stores the output in varchar2 data type). Some of the records exceed the maximum limit, for example varchar2(4000). I was suggested a PL/SQL function to check the length and build a string if necessary..

notes column having 2000 characters max, i want my string output based on 35 characters, ya i need to replace tag after 30 characters in the string.. I need out put as "hi hello how are you doing out there, similar i need to calculate the sting length and have to split it 35+35+35..

Where I am copying the data from one database to another I am getting this error.
ORA-01458: invalid length inside variable character string
This is applicable for only character string.

We have a forms application in Forms 10g. We scan a document and gets it to a image item in the Form. Now, we need to pass this image to a 3rd party application (document mgt. system, ). They have given us a web-service for this. We have to convert the image to a BASE64 string and then invoke the web-service method and input it.
The, 3rd party application document management system will also send images as BASE64 strings through the web-service. We need to convert them back to a blob and put to an image item in the form so that it can be viewed by the end-user.
So, how can we convert a image item in form (as BLOB) to a base64 string and also do the reverse???
I have a table that has column with BLOB datatype. I am trying read only the inputted String from the BLOB datatype column. I have used the below query,
SELECT utl_raw.cast_to_varchar2(column1) FROM TAB1 and it gives the result as <H2><FONT color=#cc0000><EM><U>test</U></EM></FONT></H2>
However I would like to extract only the string "test" which is inputted. Is there any build-in function in oracle which will satisfy this requirement?
I have, it would appear, successfully installed APEX 4.2 & APEX Listener 2.0 EA (in WebLogic). APEX works fine and it's reverse proxied using mod_weblogic through the OHS. I have configured APEX Printing to be via the APEX Listener.
However, creating a simple report, enabling printing, running the report (e.g. PDF or Word) produces the following few-byte content (only) inside the actual PDF file (obviously not in PDF format):
String index out of range: -1
Furthermore, it throws the exception below on the WebLogic console.
Any experience with the APEX Listener - and if so managed to rectify it?

I want to create a store procedure to copy data from a source tables(which may not have any constraints defined) to a table which has primary key, foreign key and unique key constraints.
Any records which are rejected due to these constraints not being satisfied need to go another table.
Once the initial data load is done, these procedures need to be automated(through cron) to do the future incremental uploads in the same manner.
I'm facing some problem even after using INSTR function in Oracle.The problem is I have written the logic in the PL/SQL block which appends all the values fetched in a loop on the basis of whether the string is present or not.
For ex:
The first value fetched from the select query first is ABCDEFG which gets appended to a variable The next value fetched is AB even this has to be appended to the variable since this exactly doesn't match with ABCDEFG. The next value fetched is BCDEF even this has to be appended to the variable since this exactly doesn't match with ABCDEFG. The third Value fetched is ABCDEFG this will not get appended presently according to the logic which is correct.
writing that piece of code to append the value fetched which doesn't exactly match with the existing string
Ive created a scenario to what im trying to achieve here so ignore how its set-up attribute wise.

Now for the course_name i need to make sure it can only be on of these three values ('Science','Math','English'). I can't find a way to apply this constraint without making a table. But then that creates another issue of how to insert the data from the main supertype (object_obj) and i only want the object_tab table and view the subtypes via a select query.
After creating all the tables and the constraints, and inputting data to the table.. i want to delete everything. i try using drop table but it doesn't get rid of the constraints.
So I'm here creating some tables and if theres a guide where I can take a look at some Constraints Declarations , Mostly cause i have some values on the table that cannot be negative so i need to set constraints to be positive
why my code wont work. Am trying to create a constraint so that the only data that can be entered into the size field is a number between 4 and 15.

I have a field "Email". The length of it is restricted to 30. But i mayget more than 30 characters. So how to trim the email address so that its max length is 30 characters.
I want to find the max length for a column in oracle, without querying each of the columns. Are these stats stored somewhere?
I have several fields defined as varchar2(4000). Not all of them use up 4000. Instead of querying each one ..max(column name) i want to explore if there is a way, i can find the max size stored somewhere? dba_tab_cols provides size of the field. is there any table that provides max used so far?
When we create a duplicate table, we use the below query:
create table table2 as select * from table1;
But table2 is created without any constraints inherited from table1.Can I know how can i create the table with all the constraints existing in parent table.
I want to truncate table partition but I'm getting error:
CODEORA-02266: unique/primary keys in table referenced by enabled foreign keys
because of table has a nested table. Currently this column is not in use so I could drop it, but I want to avoid it (table is huge). Is there another posibility to do truncate partitions in this table? ALTER TABLE ... SET UNUSED doesn't resolve the problem.
