Instant Client :: ORA-12545 / Connect Failed Because Target Host Or Object Does Not Exist

I have installed the Oracle Instant Client* on UNIX(Mac OS X Lion 10.7.5), and I want to use it on localhost because i just want to study and test it.but here, the some error appeared to me. so I was so screwed up.

I am trying to connect to a database located at my work from at home. I am running into the following issue (see command and error below):

I have verified that I can establish a TCP connection to this DB server on the port specified, using the same info from the TNSnames.ora file (see below):-

I have another terminal opened up to a server at work and I can connect to the DB with sqlplus just fine. I verified that the record for this database on the tnsnames.ora file is the same as it is at work. In conclusion, I can connect to the Database at work, but I cannot at home, even though I am using the same connection information and verified that port 1521 is accessible on this Database server from at home. So why can't I establish a DB connection?

But when i am using SID name while connecting to database i am able to connect...

I am using Oracle 11g version, and i am using plsql developer 7.1.I am able to connect Oracle through sql*plus, But i am not able to connect Oracle through plsql developer from past few days, it is giving me error like: ora-12545 connect failed because target host does not exist...I recently installed oracle dev_suite 10g client first and then i installed oracle 11g server in windows 7. Both tns files are having identical entries.
The version is Oracle Database 10g Enterprise Edition Release 10.2.0.4.0 - 64bi. for Unix AIX 5
I install the ODBC Driver Manager, Basic Instant Client, ODBC Instant Client packages (libsqora.so, odbc_update_ini.sh).
The error:

In one of our cluster environment host 1 has 30+ targets. We are trying to add the targets in the grid. But while doing Agent Synchronization targets are not getting populated in the host..
Checked the log file of the same. Getting error as below..Not sure how to fix this.

But any of them contains install.exe or something like that...So I don't understand how to install instant client...I've found a doc on the web : " ... copy unzipped files into a folder ( ex.: C:OracleInstantClient ) and add Environment Variables TNS_ADMIN and PATH ) ... "I did it. But while adding ODBC driver with Windows admin tools , only SQL Server is available !!!.
There are three versions of Oracle 10g instant client (10.2.0.2, 10.2.0.3 and 10.2.0.5) on Oracle website. which one works with Window 7? Where I can find the documentation from Oracle website?
I'm writing on behalf of the MacPorts package management system. I am trying to update the MacPorts port of Oracle Instant Client from 10.2.0.4.0 to 11.2.0.3.0 [URL}...and while many of our ports including the PHP oracle module continue to work fine with this version, soci [URL}.... and TOra [URL]...

This is on OS X 10.8.2 compiling with Xcode 4.6's version of clang ("Apple LLVM version 4.2 (clang-425.0.24) (based on LLVM 3.2svn)").I suspect this is because soci and TOra are doing something with static libraries, and Oracle Instant Client is only shipped as a dynamic library. But I can't explain why this worked with 10.2.0.4.0, unless something has changed about how Oracle Instant

I install Oracle instant client 11g in my Windows 7(32bit), and use MSVC6++ to test program occidml.cpp, compile is no problem, but when I run it, it crash on create Connection. I have tried to link with different version of OCCI library ( v8,v9), but all crash on create Connection.
connecting to an oracle db with the instant client 11.01.06. I can connect to the db via other tools like sqldbx or SqlTools 1.5 which are also using oci. So now I tried it with c++ using Visual Studio 2005 SP1.
where tnsservice-name is the name I specified in the tnsnams.ora, and which I used with the other tools working fine -> same error.My username is only 4 long, so I thought it might have something to do with the string. So I tried:
now it returned the error "TNS:connect descriptor too long". Can't have anything to do with the .ora file, since it worked fine for the other tools. Is it possible, Oracle let me connect to an running +ASM instance from a different host? I.E, +ASM running on X host and i want to connect from Y host. (yes Y host has the asm entry in the tnsnames.ora).
I have to create a stored procedure having some 10 cursors and i have to display the data's fetched by select statement in cursors using dbms_output.put_line().

I don't want an exception to be thrown stating "OBJECT DOES NOT EXIST" I wanted PL/SQL engine not to execute the particular select statement itself and continue executing other select statements.
The reason why have such kind of wierd requirement is my program displays all the CEMLI objects in any 11.5.10 instance. We have two databases dev and prod in one server. I would like to connect to target database prod without a recovery catalog. Issued the below command and getting the following error message.

I find some records for a username that does not exist. In any of my databases. I presume that if an attempt to a nonexistent user was made, it would be rejected before it gets to the db. But then again, a bad password would also be rejected.
I am able to connect to DATABASE from SQLAssistant only when I provide string like ABOVE........If I dont mention the SERVICE, m unable to connect to DB.Now the biggest issue is with SQL Developer.....m not at all able to connect to DB using SQL Developer.
The problem is that this connection errors when I try to connect using my SQuirreL client. My developers want to connecting using the SID or the SERVICE_NAME and by using the "New Method" syntax, not the "Old Method" syntax. According to the documentation the "New Method" syntax works with the SERVICE_NAME or the SID. The "Old Method" only works with the SID.

I have new virtual UNIX machine and I installed oracle client on /usr/lib/oracle. Also I have a oracle database and I am able to connect to this database from my desktop sql developer.

What does it mean by "retrieve IP" ?Does it try to resolve IP by the hostname even when I already gave it the ip address?By the way I can ping 192.168.0.206 and telnet at port 53397 with no problem.
ORACLE was working perfectly on Windows 7 since Jan 2010. A couple of days ago I ran a procedure which was to update a table with 1000 columns. The procedure worked fine till it created a few thousand records and then it slowed down terribly. I closed the SQL Plus command line tool (CTRL C) and tried to restart and then tried to logon to get the following errors-
ORA-01034: ORACLE not available ORA-27101: shared memory realm does not exist
Then I used the Start Database tool (net start OracleTNSListener), but it showed "System 5 error". So after researching online I created Admin profile for WINDOWS 7 and logged in as an administrator. In the INIT.ORA file I increasd the SGA_TARGET to 5G and PGA to 3G. After doing that the above service is running but I'm still getting the ORA-01034 and ORA-27101.
Using cmd prompt in Windows and entering commands sqlplus -> Username: " / as sysdba" gives an insufficient privileges error.
